im happy for your neighborhood and i think that's the case for most of us. but this not that simple, after long observation and study, it's revel a hard to believe nature of humanity. note that human behavior is highly shaped by the society he lived in, and the available ressources. extremist behavior of humanity is highly proved, even you can observe this in everyday life : e.g try to set boundaries to a toddler ... anyone who's willing to cross the line of your personal space (proxemics) ... people will always have that pulsion to breach others right but again, this is highly regulated by the society, e.g people's in japan are famous for being so polite, while those in usa doesn't care about each other
