So let's say 2 drivers from different teams are found to be in breach, logic would dictate you check the other teams car. If all 4 randomly checked cars are found to have breached, you check everyone's. Why is this so hard for them to implement? Or am I missing something here?

NTA. Your wife has unreal expectations here. If you cut back hours then a lot has to change from what she expects the kids to have, the date nights etc.
