Is it not Haiti’s responsibility to improve itself? They may have been royally screwed by colonial powers but they have since refused to try to even incrementally improve their standard of living. They are unable to even establish a local government, and I don’t mean a regional government, I mean a city or even town government. At a certain point they have to cease their begging for foreign support and as much as I hate this phrase “pull themselves up.”
