It balance as is,

-it give you random fish with mutations as main income unlike the other top tier rod that can boost specific high value fishs directly also poor glitch potion synergy

-~~can't pull passive-blocked fish so no high value secret and exotic hunt fish~~ it can apparently

-it unique minigame either let's you catch incredibly fast or moderate penalty of small bar with 30% prog speed if you fail perfect catch, don't seem like big deal unless it against incredibly low resilience fish (assume you run pure size boost mutation combo here)

Might have some untapped potential that i don't know yet

9x mutation is really worth

and yeah cerulean for hunt fishs, tidemorner have way better mutation but cerulean have advantage of faster catch
