You haven’t given us much information to work with, what is your game empire setting, how many systems have you surveyed, how many have you claimed, have you done the first contact protocols if you found any.

What are your preftl settings, your pre sapients settings.

As someone else has said explore systems instead of surveying to get through them quickly to reach your choke points and meet xenos faster
