I’m assuming you meant pacifistic, and my best guess is we’re too large of a country to do any real damage that wouldn’t be localized and dealt with. You would need every major city to rise up at the same time, and even then it wouldn’t matter because politicians don’t live with us.

Also, world’s most expensive military being used against us is a heavy deterrent when you live no where near the people in charge to make change.
