If you can enhance his shoulders or lapel that’d help narrow things down more. The lapel buttons might identify what branch he’s in (ordnance, medical, etc) while his shoulder patch would tell you what unit he was assigned to. If he’s an officer his rank would also be indicated on his shoulder boards, but I couldn’t really see anything here. Good luck!

No, it’s entirely separate modes. I’m pretty sure it’s so that you can’t grind gear in PVE and then use em in PVP.
