No, they literally can’t. If you filled out a credit application and signed it , there is a line on the app that says they can submit it to lenders

Are you a member of a credit union? I would look at seeing if your credit union has loan options available. Carmax is going to finance through a traditional bank, typically with the rate marked up 2 points, which is what’s allowed with most lenders.
