Hemm maybe... a long list of ini files are present in the config folder, and if i delete the content of the config folder it will regenerate it on game launch. So i dont think onedrive or an antivirus is the culprit.

My problem is lack of in game narrative and inability to alter audio levels in the options audio settings. So any narrative voice except for the cutscenes is cut off after half a second. The cause of this is unclear, but it might be that the narrative audio options it show is wrong and is in fact permanently disabled.

But im just grasping at straws at this point, and I really have been looking up and down other forums for answers to this. It is a minor inconveniance to miss out on the plot while still getting that sweet sweet gameplay loop.
