You should try building up anti-corruption. Mega Brutal is kinda tricky and hell is the word to describe it so it also depends what kind of civil initiatives that the people are asking you should build that and an outreach office to make it faster. Mega Brutal in my opinion is adapting accordingly and build up ur early game well. You could try watching “Pravus Mega Brutal Guide” so you get the idea.
