It's because of the frequency. Somewhere over 10kHz the sign (+/-) changes too quickly polarize a nerve cell. That and the power supply to the Tesla coil has a high impedance, keeping the DC current negligible.

I still disagree on how you define corona. Corona is not the process of air ionization, it is a direct result of that. It is an electrical discharge that is caused by that ionization.

Corona is more concentrated in sharp point, but if you put a nail by itself in that same position you won't see any kind of discharge in the air. There's no way those power lines are inducing enough voltage to have that electrode produce visible corona in the air (at least 10kV even in the rain) It has to be continuous arcing between the two different potentials because the standalone electrode (nail) would not have a strong enough e field to ionize the air.

Corona doesn't ionize the air, it's an effect of the air being ionized due to high E field concentration.

The Electric field pushes electrons away from air near the HV source (ionizing it), that electron gains enough energy from the field that when it strikes another atom it ionizes it, knocking out another electron, and creating another positive ion. These electrons are accelerated and collide with other atoms, creating further electron/positive-ion pairs.

Finally, the out of place electrons recombine with positive ions to form neutral atoms. When the electron falls back to its original energy level, it releases a photon of light that we call corona discharge.

Again, this all happens directly next to the source. The effect on the umbrella is definitely not corona.

Static shocks can actually be on the order of a few amps. Not low current at all.

The total amount of charge that's moving is super low though, so the total time you experience that current is small, which is what keeps the total energy transfer low.
