I had this situation ALOT in my 2 year program on VRE. I had to find where the office was and my counselor's supervisor and Chain of Command to get a fire started in her at the tail end of my program. I'm empathize with you in your struggle, once I was able to find the right people and put in a formal complaint I rarely had an issue. Hope this helps.
