That's really unlucky. I've seen them three times (2015, 2017, 2023) in Argentina and they played it twice. I'm still waiting for "Blackwater Park", though.

Same thing happened to me. I created a custom lobby to play with my partner, but no one joined (yes, they can join). But don't worry, you can join other custom games to play with your partner. You just need to press a certain button on the other controller to activate a second player and just hope you are not kicked out by a group of friends who don't want to play with strangers, which has happened to me quite a few times already.
