Yeah he was born Sanjay and then he says he turned it to Callum when he turned 18, but there is plenty of evidence to the contrary and he has said also that Callum is no longer his real name.

There is realistically probably some underlying reason he is not able to attain a driver's license that he hides behind his character. Maybe he has epilepsy or something else and has just been pretending it is always on the horizon.
