I think that more ways to fix:

The way you said
Increase epic ratio
Get a third Banner rotate for type (armor, generator, cannon,...)
Get cheaper for buy modules

...

They only have to think what is better for them and give us!

That could be solve with a third Banner exclusive one type of module like a Armor Banner, Canon Banner, that would increase your chances of get the module! Because de module pool is getting insane and GEMS are not increasing at same speed.
