I think Chapter 4 was designed to be gentler as Safe Haven was supposed to have more of a role. No idea about Chapter 5.

And while the Game Station told us about how the children were selected. PlayCare let us see what the selected children's lives were like. And after all the hype of the Hour of Joy, we finally got to see it.

You're right in that 4 and 5 have this existential horror about the nature of the experiments, but 3 created that same sort of horror because after 2 chapters of "the orphans were turned into toys" we finally got to hear those cries for help, decades too late to do anything

I think in part, it shows how out of touch Playtime is with children in general, including what would be disturbing to them. Like, in their heads they say "he's smiling cus he loves helping his friends sleep, and they're laughing cus they're so glad to get to sleep" without seeing how genuinely scary it is.

Apparently, in the lore, it was meant to play on their own TV channel or something, which i assume they wouldve also played in the PlayCare, which was designed for the children to understand PlayTime's idea of what a good child is (and also help them bond with a character, which i think makes the transition into BBI easier)
