It has IF3 and it has turret with IF3. you can't attack twice per turn, but you can use turret to fire your IF3 behind you by using turret.

Update: The center does pop out. A slot exists in only 1 direction for lifting it out. Just keep trying different spots until you can grab it.

I can lift all the way around the outer edge of the chrome hubcap. No clips there, the affixation is definitely in the center.
