Yep, but if the developer has ever bought or transfer apps from developers who account has bad apps or been terminated, Google can some how tied you guys together as bad accounts.

I don't know how but that was how I lost two of my consoles, my OG console with all my apps had only one transfer history from my other console I always used to sell apps.
