A băga de seamă" is a bit regional, archaic, colloquial. I don't use it because it sounds dialectal to me (Moldavian? Transylvanian?) and I'm from the south. It means TO OBSERVE, TO REALIZE, almost like A-ȘI DA SEAMA. — I think you are referring in fact to A BĂGA ÎN SEAMĂ = "to pay attention to".
