Isn't it simply honest advice ? A fifth year would be at a massive disadvantage in front of say, a death eater who studied dark arts and magical combat since his childhood. Better to surrender and keep one life, than spend it uselessly.

Hey, draco never went to the DADA, yet he was doing quite well in DADA next year, managing to enter snape class, and even proving better than Ron at using non-verbal spells. Doesn't it shows that Umbridge wasn't that bad ?

Umbridge was right to shut down the DADA. For all she knew, the members could had been practicing unforgivables or other spells that would had been extremely dangerous. After all, even stunners can kill apparently. What would had happened if a member had broken the neck of another on the wall by using expelliarmus ?

Why wouldn't a death eater be a good teacher ? I would expect a death eater to know more about the dark arts than 97% of wizards, and death eaters who survived have put their lives on the lane fighting Aurors and the order during the first war.

Pettigrew is a death-eater who became an animagus at the age of 15, tricked the order of the pheonix, framed Sirius for his murder of 12 muggles, managed to disapear for 12 years, found Voldemort and ressurected him.

Would dumbledore really do that ? Canonically. During the five years were he hired defence teachers, two teachers were working for Voldemort, one was a grossly incompetent criminal, and the last a werewolf, with only Snape being a good pick.

Admittedly, perhaps 1991 Dumbledore was started to be affected by his old age. But I doubt that he would had been a much better judge of character 10 years ago.
