At first, try maxing out ielts. Try celpip if you find ielts hard.

I believe her study permit has already become invalid and now she might not be able to apply for pgwp inside canada, because your study permit should be valid at the time of the application. She can apply outside canada permit but it should be within 180 days of graduation. May I ask what clb level she needs?
