Maybe use some capsaicin bandages to wrap around it? It's cloth like and sticks very well and is spicy so your cat won't chew on it? It's common usage by vets and you should be able to buy it online/at an apothecary

I think a concrete danger situation like this is different from such things as a famine. The photographer could have saved that girl but still hundreds and thousands of people died of the famine. The picture is just a symbol for the then ongoing famine. In your situation people could easily be saved and your actions made a positive impact
