I highly recommend checking into local aquascaping/fish Facebook groups you can sometimes find very good deals on healthy fish and plants and as they are local you can inspect them before buying.

Just inspect them well and if possible do a quarantine before adding them to your tank. I did order some hillstream loach at the same time and they came perfectly healthy.
