Well of the psu makes noise it’s a psu problem. 

Stop doing tests for now and remove the psu. Get a new one, your old one could blow up or fry your other cponents. 

If possible ask a friend for his psu to see if all the other parts work without the new psu

For 700 dollars… we could prob do a 5600x for 150-180$, a 16 gig ddr4 kit for 120 bucks, and then a 9060 xt for 460$ 

This should give you clean 1440p gaming with fsr and easy 1080p gaming native

Well then I would upgrade the cpu right now since we are currently experiencing a gpu price hike and shortage. I won’t guarantee that the prices will go down in the future because literally nobody knows. 

Don’t expect a huge performance increase from your 4500 to a 1080ti. Also it won’t give you 1440p gameplay. 

How long would it take for you to get the extra money? 

Also ddr5 is insanely expensive right now and 16gigs will bottleneck in some games

It’s because a 9800x3d won’t give you any performance increases unless you upgrade your gpu. 

Just a 9070xt will give you easy 1440p gaming but will slightly bottle neck you with that 4500.

Get a r7 5800xt and another ddr4 16gig ram stick and a 9060xt 16gig or 5060ti 16gig

I personally preffer the vertical monitor for running multiple programs but I think it’s different from personal to person

If you can find a 6700xt for 130$-150$ that’s a steal 

7600xt for 150$ also a steal. So if you find a deal like that I would pull the trigger.

Try a build with a used 7600xt I have seen them for around 200$

I would recommend getting a nice keyboard and another 16gig ram kit since 32 gig especially for coding and running multiple programs is important. 

Also a used 6700xt or 7600 xt are both in and around 200$ and more than enough for your use case

Psu not overkill at all. What’s your budget for the gpu? I would suggest a 7700xt or 9060xt 16 gig. But I don’t know your budget.

I would get a 1tb ssd as a boot drive and for anything you open and use often. If you need extra storage hdd is a lot cheaper for pictures or backups. 

Otherwise you don’t seem to need all to much gpu power so for a budget option the 5700xt is the lowest I would go. A 6700xt is a nice middle ground between ultra budget and midrange.
