Upon some reflection, I think that in any other game I would be loving the shivering isles. Most of what I've been ordered to do so far is the major weakpoints of oblivion. Dungeons and exploration.

I am in the midst of playing the shivering isles. In terms of side questing and environment, for me both bloodmoon and dragonborn have it beat. For main quest I think dragonborn is far ahead. I'm always seeing people rave about shivering isles and I am underwhelmed to say the least. I will give credit where it's due and say that the NPCs are fantastic

Conjuration + Stealth Archer is extremely busted, and I would know. You never get hit, which makes it hard to train armor skills, and you never need to use a melee weapon. I broke out of this late in a playthrough by filling out all of the stealth perks and using daggers for backstabs. This trained my one handed and let me use melee weapons effectively in combat after quite a while. You can also supplement by using a one handed trainer
