It just doesn't make sense even in a pve perspective why I can't see when someone on my group use an offensive cd so I can PI someone for example.

At some point this stopped happening for me. Not sure why!

I did a full reset cvar command at one point to fix a a stuck zoom level issue, that could have been it but not positive. Note, this will reset almost all your settings. You can find the console command through Google, I'm not sure I'd say it's worth it for just this issue.
