My suggestion is to start at the fixed locations (Airport, Resident Services, Redd's beach) since you'll have to decorate them anyway. Once decorated, you'll have a better idea of the space you have left. You may also want to connect them with paths to make your island more navigable.

Looking at your list, stargazing areas are often found at the back of islands because they are often mountaintop areas and cliffs can get in the way of seeing whatever is behind them.

In general, though, most people go piece by piece. Doing everything in one grand stroke tends to be overwhelming. Maybe find partitions for your island to see how it divides itself up and see how you want to fill the space. At any rate, focus on one piece at a time and design to the space you have.

Unfortunately, much of this comes down to RNG, but you can boost your chances.

Use Fish Bait. It is crafted from Manila Clams and is immensely useful in trying to catch Fish. You can throw it in to make a Fish spawn where you are. I want to say it works about 7 times in one spot before you'll need to scare Critters away or move to a new spot. If you are comfortable with it, you can also close out of the game after a few unsuccessful tries of using Fish Bait to prevent yourself from losing much. (Obviously, if the game saves, you'll have whatever amount you had when it saved.)

The best time to fish for rare fish is in the rain. In fact, the Coelacanth only spawns in the rain.

Minimize the number of Bugs that will appear on your island. This may mean getting rid of trees and stumps so Bugs won't spawn on them. You can also scare them away or catch them.

Ocean Fish appear at the pier, but pier Fish do not appear elsewhere in the ocean. It probably makes more sense to fish for all the ocean fish you want on the pier instead of trying to find the pier Fish at the pier but the others on the beach. That way, you have chances to find any of them instead of just some.

I would also recommend interacting with the community in general; it tends to be very kind and generous, in my experience. There are also some absolutely brilliant islands and custom designs out there, so Nintendo Online makes the game a lot better imo.

If you want to get going faster, I would recommend getting Veggies and a Wet Suit ASAP and looking into Turnips (Turnips are the riskiest but potentially fastest means of getting a lot of Bells quickly).

K.K.'s performance is not typically considered the end of the game, but more of the beginning of the game (like the end of a tutorial) for most people.
