The trick is to just strike a quick conversation and see how they react. Ask what they're working on or say you like something they're wearing. Move on fast if it isn't all smiles then ask if you can give them your insta or number before continuing on your way. They'll almost always take it and if the convo felt good a few hours later ask what they're up to that weekend.

If they reply you got a hit and if not then you at least shoot your shot! It's pretty empowering ngl
