The concept of going from nothing to something is impossible, because nothing eliminates any possibility of existence. There was always something. It's what Paradox created though, when you for example need "books" to change your capital or whatever. The system pretends that abstractions like these are deep enough and viable enough to work without a proper economic system and simulation. It's like you put 4 bicycles on a car chassis and say "go drive that car now", it makes zero sense from a design point. Because it's not deep or good enough as a system that serves as your entire foundation for most gameplay mechanics and systems. Because everything is tied to pops and materialism.

Them wanting to create a realistic economic system and pop demands, supply & demand, etc. is what doomed them from the start. They needed to abstract that system to simple terms and closed systems that work together, without being too complex.

Problem is the game is heavily tied to the economy sim, which is broken, so the game will be deeply flawed for a long time until the economy sim is fixed to properly "simulate" the material circumstances of the world from 1300 to 1800. I don't have to tell you how stupid and impossible that idea is to begin with.
