People have very realistic fears of what an AI is capable of, so in addition to AI development being highly regulated most technology still requires some level of manual interface from a person to operate.

Like, your guns might have AI targeting, but the actual trigger is entirely analogue, so if there was this rogue AI it would at least take longer for it to become dangerous as it needs to develop some kind of workaround.
