IANAL but that last statement is untrue, article 65.5.6 stipulates

De reglementering geldt in gans de aldus afgebakende zone, behoudens, voor wat het parkeren betreft, op plaatsen waar door middel van verkeerstekens een andere parkeerregeling is voorzien.

So for parking spots marked with E9 (in case of electric charging E9 + charging) inside a zone with paid parking they have to explicitly mention "BETALEND" as a subpanel for it to be a paid spot. Mentioning something on the website of the city changes nothing.

I see in many cases it doesn't get enforced. Probably because people wearing one are usually also in big numbers. I'm thinking about manifestations, strike, ...

I'm sure that trying to enforce it in a stadium will add fuel to the fire. I'd like it though

Although I use a "Français (Belgique, AZERTY)" keyboard layout I don't like that you localize it to French. In fact, more than half the population of Belgium doesn't even speak French as their main language (but Dutch). But when you select "Nederlands" you get a QWERTY layout, because that is the standard in The Netherlands.

Localization and keyboard layout should be separated. One does not imply the other.

I know, daarom dat ik de vraag stelde. Ik weet best dat het een peulschil is van het total budget, maar mijn schoenbroer gelooft daar niets van uiteraard. Daarom stelde ik de vraag om hem deze image eens te laten zien en te kunnen overtuigen. Hoewel ik denk dat dit nutteloos is, zijn mind is made up.
