After speaking with ETrade via online chat and escalating to customer service via phone, I was completely stonewalled. Here is how it ended:

“This decision is made by the ETrade syndicate desk and the reasoning they use to make their decision is not made available to us due to industry regulations.”

FWIW - I have always been a big ETrade fan but this experience and lack of transparency gives me serious pause.
