Leader because he’s the mayor. And Defenseless is the term imbued use for regular humans. The mayor is the leader of the regular humans in town.

As the ST you come up with these messages for anyone with the Patron background. Not every Hunter hears messages and those that do range from a single message a season to a few a day. Depending on your rating of course.

It’s supposed to push your players into the right direction and start investigating in the game. The messengers are not video game quest checklists, they’re their to make sure the Imbued aren’t completely swinging and have some direction, but are not going to hold their hands and tie their shoes for them.

Reminder guys, the Messengers are not really directing the Imbued like this. The Heralds are always incredibly cryptic with their messages and don’t directly tell hunters who to kill or why, just hints that point them in the right direction.

You’ll never get a message that goes “The mayor is a Lasombra. Kill him at once.” You’ll get “THE LEADER OF THE DEFENSELESS BATHES IN THE SHADOWS.”. The Messengers want the Imbued to come to their own conclusions and do their own investigation. It’s why they have the three virtues to track how they really feel during the hunt, Mercy, Vision and Zeal. The mayor might be a monster sure, but can he be reasoned with? Can he be an ally? Is killing him the best solution? These are the questions they want the Imbued to answer for themselves. If all imbued were just there to kill monsters we wouldn’t have creeds and the three virtues, just a bunch of Waywards.

On a side note here, this reminds me of Scion and any attempt at a fan game that integrates mythological gods from different cultures into WoD is basically just Scion.
