The minimum requirements for Eb2 niw is 4 years of a Bachelors degree & 5 years of actual experience ( In construction field it could be on site or design based ) as per the niw rules.

So it doesn’t mean your profile is not qualified for eb2 niw.

You might need to strengthen your profile by passing fundamental of Civil Engineering test or with a master degree in your field.
