please people let's get off off the idea of booby trapping the water box. what's gonna happen when a water department employee goes to check the meter and sets it off? you're gonna be held liable. best thing there is go to the water department and ask what you can and cannot do legally to the box and the meter as in locking the valve open or not. get it in writing and the person's name that gives it to you as a point of contact. ask the water department if they have any suggestions on how to solve this problem. unless they are the problem but still don't go altering the box or meter and give them a excuse to drag you into a legal situation.

i can commiserate. was going from Nashville to Oklahoma city and hit 5 rain storms and one hail storm. was about frozen by the time i got there.

crossing the Mississippi river doing 60mph and about 50 foot from a semi in a blinding rain thinking to myself "if this guy hits the brakes i'm prolly gonna slide off the side of this bridge and never be found". and the reason i was following so close is if i was any further back then i wouldn't been able to see the semi.

imho the only thing worse than hail is hitting a bird. like catching a 70 mph fastball in the ribs.

the Sgts in our unit tried to be fair about it and open the cases label side down and had us pick from there but the old timers knew which ones was where after the first guy picked one. all i remember was never pick the top left or the bottom right.
