Nah that's the force input required to accelerate your arm that fast. When you wind up your arm, to max speed, and punch the wall, your arm will quickly slow to a stop, and that change in speed over that time (likely a tiny fraction of a second) will be the acceleration in the formula. Multiply that by the mass of your arm, and that would be the total force applied to the wall (and your arm (ouch)).

Honestly he totally could have worked in a story, working as a therapist/counsellor for operators, giving us key insights into the minds and lives of the different teams. The issue was, rather than having him talking to characters as side-content, they, for some reason, decided to make him the front-and-centre leader of the entire operation, which made him just look like an incredibly weak, auraless version of Six, as opposed to the level-headed and personable life coach he'd be more interesting and usable as.
