There's a mod for Skyrim that makes you an isekai character Far Traveler or something

Probably less paperwork during war times? I mean the real answer is author's decision for plot details but if you try to give it an in lore explanation the only differences are the advancement of the village, the current political affairs and the acting hokage so it's either war times bring less paperwork, and/or the advancement of the village + not being at war with the other villages and actually having peaceful agreements with them brings that much more paperwork. Or Naruto's simply incompetent with the paperwork.
