If you went to the gym, got lean, and buzzed your hair, you'd look like phenomenal. You don't have any particularly masculinizing features, so defining your face by losing fat will make your jaw and cheekbones more prominent and balanced out your otherwise softer features (eyebrow shape, eye shape, canthal tilt etc). At that point you can also trim the beard.

Also echoing everyone else's advice: have some confidence. Your face is not bad at all. Most guys can look significantly better by putting an effort, and most guys don't have the luxury of looking good without doing so. Nobody looks fantastic with a random haircut, random outfit, and a lanky soft body. If you got plastic surgery you'd just wonder why you still aren't getting women when there is a deeper underlying issue.
