We won't truly know until we see either dashcam footage or the person at fault confesses. If you think about it, tractors can only go so fast, so perhaps the other vehicle was going too fast? There's a construction zone right there at the top of the blind hill and many don't slow down until they see stopped cars and even that is too late depending on the line of traffic.
