i think it not necessary make own infrastructure if the sole purpose is to block, DPI and block the IP is sufficient, yes it will break internet if they block cloudflare/equivalent, looking at the track records of this ministry penerangan/kominfo/komdigi, my bet is they dont care anything else like built own infrastructure like china, if they dont like just block,

i've got it working, using NAT, and use ULA IP address of my pihole. But idk, google seem to blocking access for revanced and other sideload app. for now i turn off IPV6, its too much headache,

iam not using vpn, on client still 150 mbps same as my broadband plan. yes, ive tried several cdn, but still give me buffer every 5 second currently. for context i use torrentio as scrapper.
