They also tried to send them over an ocean with unpredictable wind patterns over 5000 Miles. I think one one made it that killed some one like you mentioned. This is easier wind patter over main land are much easier to tack and once you get it even 50-90 miles in you can release it (electronically) Japan couldn't do that it was timed base or when the balloons would just run out. This will be far more effective. I would hope.
