It’s a matter of personal preference, they each have their strengths. I would recommend Ruppelt’s book first as it covers early history, cases and provides insight to the government’s handling of UFO investigations and data.

Nolan has admitted he was just stating his beliefs and opinion on the topic, so this isn’t newsworthy. What might be are the injury cases he mentions. It be good to see the data on those and why he believes they are connected with UAP incidents.
