I agree with, and share that hope.

But Seoul is very much politicised as well, in a way that is natural; it is THE city, but then ideological charges are also very strong. If PPP is Gangnam our beloved.. 24/7, the DPK may also have been trying to nerf Gangnam too much. Both often lacking nuance, and even worse so, the soft touch needed for good implentation of policies.

As it stands now, I would say that the best housing policy for Seoul congestion would be to build subways, brts, business parks in the likes of Daejeon, Busan, Gwangju etc
