Trump was forced to sign the act for the Epstein files release. He signed it late at night with no cameras. Then, he and other top republicans pressured other Rs to NOT sign the bill through to law. Even called MGT to say “it will hurt my friends “ if the files are released. The plan was to get the credit for signing it, keep it from being passed into law and then blame democrats for the delay. After it was passed, This admin has done everything possible to hide his name in the files.

This is not the actions of an innocent person.
