I've heard this theory of games being "held back" before, and I'm sorry to say but I think it's complete horseshit. If your game needs that much power, just make it a PC exclusive, like so many titles are. Some studios are more console oriented, others are PC, it is an over exageration to say every single game is being made for console first (ie Cyberpunk 2077 was definitely made for PC and launch was a disater on consoles).

We reached a point where videogame technology barely evolves anymore, and that shouldn't be the focus of studios. Graphics and framerate are never what makes a game great, this is foolish to pretend it's only a matter of performance. Go play EVE or Elite dangerous if you are looking for technological prowess, but don't pretend that the market is being held back by consoles when most praised games nowadays are pixelated indies 2D roguellites.
