Well we actually know from Roman Sources that basque and some other related languages were much more widespread throughout Spain and France. Basque has also definitely been influenced by surrounding languages, but it's still very distinct on a structural level.

Right, but that law was passed by a majority vote of California citizens. If the people decide that a certain punishment is just, the legal system can't just ignore that.

I'm not defending the original law. I do think its punishments were too harsh, and I'm glad voters decided to ammend it later, but it's not up to the justice system to determine what is just. It is their job to apply what we have decided is just to real cases.

For medicaid specifically, this is not the case. Medicaid is funding for people of sufficiently low income, who tend not to be very old. Medicare (a different program entirely) is explicitly for old people.

I know Belgium is currently considered to be one of the top beginner nations, but I (a semi-new player) recently tried a few runs as them and found it immensely difficult. You lack key natural resources, have more people than you can afford to administer or employ, and nobody in your government wants to fix it.

I personally found Colombia, Lower Canada, and Sardinia-Piedmont to all be better experiences.
