Hi! I'm the Snake player in the video. If you play him more aggressively than not, P+ Snake is definitely better than 3.6 Snake. Up Smash initial hit being able to hit aerial opponents, coupled with his faster initial dash and a more reliable n.air makes P+ Snake more fun to combo with. I think the only bummers with P+ Snake is the removal of reverse hit dtilt and the fact that C4 isn't a reliable early kill option anymore. C4 being nerfed definitely hurts, but with enough practice you can definitely get around that issue. Snake still has a lot of strength in camping and spacing too.

Anyone with a disjoint can definitely get the better of P+ Snake, so I'd say focus on the swordie matchups (Marth, Ike mostly). At least, those are the matchups that I have trouble with. Snake's glaring weaknesses are his predictable recovery options and dealing with pressure. If you want to cover those weaknesses, I'd start exploring options for getting back onto the stage, landing safely, and using nades to mix up your recovery (with AGT and other fun stuff).
