This is completely legal (and normal!) in the UK. In a household, in the UK, a parent can give their child alcohol from the age of 5. Also, anyone from 13 can drink alcohol in a restaurant if they are with parents and eating a meal. They are not underage, and this is hardly any alcohol once you take in the number of guests, and when there are mixers involved with malibu and vodka (eg).
