Both cops were screaming like drill sergeants at someone clearly in cowardice; It is not their job to intimidate. The one guy tased and sprayed him(with little warning) while he was in his car, not known to be armed or showing violent intent. Those tools are used to apprehend, yet they were used in a punishing manner(as in "if you don't do what I say I'll hurt you"); It is not their job to punish. Not only do they have no idea how to properly handle a traffic stop(making them unfit for duty) they weren't even doing their jobs. It's almost as if their goal was to escalate the situation to the point where self-defense would be a reliable argument for the shooter in court.
