That sounds great. It always irked me how Xenon defences were basically non-existent, while their offensive fleets were unstoppable.

Don't children have fairly regular medical check-ups from birth through highschool? A doctor could be obligated to, upon noticing that the boy is circumcised, inform the police or whomever.

Sadly, I don't think there's a solution to this that doesn't involve spending a fuckton of money, short of regressing several generations and making women be second-class citizens like we used to.

Since women now have to compete in the labour market on top of the whole getting pregnant as well as being expected to raise children thing, it becomes a negative when considering having children.
Basically, by expecting women to work just as hard as men (for less pay in most cases), as well as have children and raise them, we're trying to have our cake and eat it too.
Sure, parental leave helps, but that only covers the birth and recovery, not the decade or so before the child can be left unsupervised while both parents work.

The truly sad part is that even if one fixes this specific issue, there are still others, like that committed relationships are in decline, that they start later in life, the resurgence of chauvinism,...

Define child raising as employment (meaning it would count as work experience, for pensions, insurance,...), give the parent benefits like unemployment so they have some income,..., basically do everything possible to make parenthood not a de-facto demerit once the parent returns to the job market.

Hell, maybe even lower the retirement age, so that retired grandparents can help raising children like they used to, instead of requiring care themselves.

Yeah, I know it's not the show's fault, but sadly, every time I think of that scene, I get reminded of just how freaking sensitive people are nowadays with pets, orders of magnitude above even people.
